    You may have been caught in the same trap I was.  I was trying to get
DEmacs from the 'wustl' mirror of the 'SIMTEL20' archives, and having
problems with PKUNZIP.  This resulted in the following exchange between
DEmacs' creator Hirano and Keith Petersen of the SIMTEL20 archives:

My bug report was sufficiently confused that I'll just condense the symptoms
here:  when UNZIP'ing files created by PKZIP 1.10, PKUNZIP 1.02 reports a
damaged file.  However, when you test the file, it says that you need only
PKUNZIP 1.0 to UNZIP it.  This is false; you often need ver. 1.10.  This is
a bug in PKZIP 1.10.  Also, despite what Petersen wrote, it is often 
possible to UNZIP SIMTEL20 files (at least on the 'wustl' mirror archive)
using earlier versions.  I guess this is because those files were ZIP'ed
using the earlier version, and not reZIP'd, or the use of ver. 1.10 features
may be intermittent.

If this isn't your problem, check the usuals:  all downloads were done in 
binary mode, etc.
