Then try Win-Emacs, which is a *full* port of Emacs 19.x.
Works very nice for me.  You can get it from any cica mirror.

There is an old port of GNU fileutils on SimTel mirrors in the
msdos/gnuish directory.  That was a 16-bit port, but it works
for me ever since.
