Yes, it is -- I Think ;->

Download dj112m3.zip, unzip it, and run 112m3.bat.
Download dj112m4.zip, unzip it, modified 112m4.bat as following:

  From: bin\<utility names> ...
  To  : ..\bin\<utility names> ...
And run it.

Download and unzip the new gcc263bn.zip

(Or, recompile gcc to make use of the new library...)
