Yes. I got it from MSC SDK3.1. RC is the windows resource compiler,
and you get it from the same 16 bit compiler. 
I had never installed the SDK until now and I deleted it after RSXWDK
got the include files it needed (also copied RC*.* into my BIN). I
dont think RSXWDK libs are done yet. Some functions you may need may
be missing. But it is a great start.
