No, it is emm386.EXE.  himem.sys must also be loaded (before emm386), if I'm 
not mistaken, in order to be able to load things high.  Also, you must 
have the line DOS=HIGH,UMB in config.sys before you try to load anything 
high (all this is AFAIK anyway).
