Not every BIOS, it seems.  One of machines I work on is equipped with 64 MB
of RAM, and go32 reports every byte of it available as VCPI memory (well,
except what's taken by the memory manager, the disk cache etc.).  This is
Award BIOS with QEMM386 v7.53 as VCPI host.

I would suggest checking the memory manager settings first.  Could it be
that it is limited to 32 MB of EMS (Expanded memory)?
