if you only want to do that, you could use:
utod.exe (unix to dos, it's in binutils I believe)
dtou.exe (dos to unix,             "             )

or you could grab anything else which does that from the net.
(personally I use FLIP (found it on simtel/msdos/txtutil, with several others))
