my guess would be 32-bit file access and 32-bit disk access rather than
slighting cwsdpmi compared to win 95.

i am running a dx-4/75 with 16 mb (2Mb smartdrv). i never felt the need
to measure how long it takes to compile "hello world" but i would have
felt it if it took 10 seconds. so this is probably a problem with your
plain dos setup as opposed to win 95 because win 95 automatically sets
up 32 bfa and 32 bda.
