NT should have a DPMI service available to programs running in DOS
mode. Maybe it is turned off by a properties default or something. To
verify if you have DPMI services, you can e.g. run pkzip, which will
at startup report DPMI, XMS etc. versions. If that doesn't report DPMI
also, you should check your defaults, otherwise the program itself is
broken (which is not very likely).
OTOH, if you are running a djgpp program under normal DOS, you have to
include cwsdpmi, but that is not needed (or in fact it doesn't even
work) in a DOS box, usually.
