IMHO, even a list of important functions and a short description what
each one does together with its prototype is a very good beginning.
Don't worry about ``all the ins and outs'': people who need this will
look into the sources anyway ;-).
As for coordination: I would suggest to throw together something you can
write yourself, based on the features you yourself use, and post the
draft to the news group. Then others could send additions to that draft,
which you could append and make the final version.

As far as I see from the news group traffic, GRX is pretty much in use.
Version 2.3 was released relatively recently.
