Does it hang in Windows 9X?  If so, please describe your hardware.

To run DJGPP in plain DOS, you need to download and unzip csdpmi4b.zip
which is available in the v2misc directory from the same place you get
DJGPP (it's all explained in the file readme.1st, btw).
