My thanks to both Andrew and DJ Delorie without whose comments I would
not have noticed this oddity, and would still probably be threatening
to disembowel my computer with a pair of tweezers. 

The problem was caused by a file, now sacked for gross misconduct,
called autoexec.nt which I believe was imported from a previous
operating system in which I installed djgpp on the C drive.

The exact reason it was somehow conflicting is not something I am
terribly concerned about, and I can only attribute it to an oddity
from microsoft since everything appeared to be in reasonable order
based on the set dump.

Again, my gratitude to you both for providing me with inspiration.
