DXE3 works as per the dxe3 documentation. It is used in PythonD. Watt-32
also offers a DXE3 DJGPP build target.

We actually have code for a DJGPP ELF linker, but due to apparent
fundamental issues current to DJGPP development, it has yet to be deployed
or used :(
