Follow-up to previous posting.

I have tested the touch program from the djgpp ports of fileutils
versions 3.16, 4.0-r[2-5], and 4.1-r[1-7].  All versions refuse to
touch the timestamp on a directory, emitting a 'permission denied'
message.  This behaviour is either a feature or a very old bug.
