gawk is one of the last GNU programs that has its own manually tailored Makefile
and this Makefile only supports the building of the binary but not the building
of the documentation at all.  This means that everything you tried is useless.
I am working on a solution for this but this will not happen very soon.  Because
there is no DJGPP specific information inside the reference card you are free to
copy it from any gawk 4.0.0 installation.
