One-line description: a test suite of PCI DOS based tools for hardware
debugging

Peritool tests PCI (probe, map, access config registers), memory
(read, write, test, etc.) and I/O (read, write). Peritool is offered
free to hardware developers. It runs under DOS (tested with v6.21) and
may be run under Windows 98 in a command window. It is not compatible
with Windows 2000 or Windows XP.

The software is distributed as executable code, and comes with a
source file example that shows the access mechanisms. The example
program is complete and may be compiled.

So you're basically only getting a closed-source binary and (wimpy)
example .c file, not much else. I found a link via WayBack, and
