I did test it before posting, so it does work. But your setup must be
different. What does your %DJDIR%\manifest\ directory contain? In
other words, post the output from this:  "ls /dev/env/DJDIR/manifest/
*.mft"

Here's mine (though you probably don't need all these just for
Watt-32; a blind guess says run again under Bash or just upgrade your
GNU Make):
