Put quotes ".." around ../util/nasm32 and ../util/bin2c, and the
problem is likely to go away.

Although I don't understand why does Make invoke the shell in this
case.  What is util/bin2c? is it a batch file per chance?  If it's a
.exe program, Make ought to invoke it bypassing the shell, unless your
make.exe is a _very_ old one, or maybe not a DJGPP port of Make.
