Wiki needs updated to refer to those, which I thought I did (looks
like I just got the download page and missed this page).

No reason to mess with Cygwin anymore really.
The MinGW build process is part of the distribution now, via MiniPack.

There are still a few kinks in the Windows port, I or anyone else has
made the time to work on them yet.
