Place your vias, then select them all.  Buffer -> Cut selection to buffer, then Buffer -> Convert buffer to Element.

Finally, paste the newly-created element back onto the layout.

Alternatively, you could do this with just one via, and then place multiple copies of the result  where they're needed.
