I don't remember right now, but I will try it next time it happens.

I think so.  That is the message I see each time it occurs.

That's a footprint with both regular pins as well as SMD pads
consisting of a single Line element. This board is a 7 x 7 inch
board that I am going to fabricate myself using toner-transfer, and
my printer has poor performance (not to mention the wobbly Dremel
stand for drilling), so I need to do everything I can to help make
the result more robust.

In fact, this particular footprint [1] also has pads only on the
"far" side, which helps the pcb layout to model the real
non-plated-through-hole board more accurately.

Well, that is not by design, but it's just an island resulting when
I drew a big rectangle around the board for the ground flood.
