I believe that you are trying the wrong way. If I understand your problem,
what I would do is:

1) place one via at the right offset from a given pad.
2) set snap to pad
3) select the via
4) go to the pad
5) type Ctrl-C to place the via into the buffer
6) go to another pad, type Ctrl-V to place the via
7) repeat 6) untill all vias are placed
