When using the export -x gerber, the option --all-layers should output even empty layer.
but if there are not plated or unplated holes, no layout.plated-drill.cnc or layout.unplated-drill.cnc are generate.
Even if empty, shouldn't they be generated? There probably is a good reason that that is not the case currently.
If not, I would change the code appropriately.

I tested with pcb 20110918 and git 2013-10-07.
