I've suggested before that what we need is a way to have multiple
"libraries" with the interface to a "library" being some API that
supports (through plug-ins perhaps) local files, SQL databases, HTTP
requests, ZIP files, etc.

There's a bit of work in the programs themselves to cleanly support
multiple sym/fp sources, but no reason to specify what those sources
are.

So you could have a plugin for gedasymbols, one for github, one for a
corporate parts database, one for project-local symbols, etc.
