Copyright of a published academic paper almost always resides with the journal. It is rare they provide free, open access - but some do. Policy tends to vary by field - often you find more computer science ones available, than - say in the field of electronic engineering. (IEEE and IET are big money grabbing monsters, and don't appear to believe much in open-access). Physics, I believe, is an area where open access is widely adopted. Often authors of papers may copies available of the pre-published drafts on their websites. This may or may not be strictly allowed by the journal, but I believe it is tolerated.
