In the past, I've used a perl script to generate a paste stencil from
the main *.pcb file, by just changing the size of the pads (or removing
them) according to whatever rules I need, to create a second *.pcb file.
I end up with foo.pcb and foo-paste.pcb, and merge the gerbers between
them.
