Hi,

I have downloaded the new Lepton EDA 1.9.9, which did compile OK on my 
Ubuntu 19.04 system and runs very nicely.

One point, I could not find the INSTALL file in the distribution, which 
is detailed in the Installation Section of the README.md file.

Is this missing?
