I suppose you've installed Ubuntu from some storage, not from
ubuntu package repository. If so, you have to insert some sources
for it in your /etc/apt/sources.list before updating.

For example, on my Debian machine I have the lines in sources.list
as follows:

deb http://ftp.ru.debian.org/debian stable main contrib non-free
deb http://ftp.ru.debian.org/debian testing main contrib non-free

You need to have similar lines for your Ubuntu repository address.
