Yes; yes; they allow more or less arbitrary time zone info (hence their name),
and you can delete the ones that don't apply to your region.

Compress.exe lets you make *nix .Z files, and gzip lets you uncompress .Z's and
do lots of stuff with .gz's (which are smaller and can be created legally on
ALL systems.
>3) What do the makefile files do ?
They let you run a convenient program called `make' so you don't have to
manually build projects (especially large ones). Please note that GNU's make
(for some reason) insists that each indented line start with an actual
tab--some editors like to insert spaces instead of tabs (edit.com, e.g.)
